Welcome to the project page for the planned reconstruction of Waterloo Street (Moore Ave South to Roger Street) and part of Moore Avenue South (Waterloo Street to train tracks). The City intends to completely reconstruct Waterloo Street and part of Moore Ave South to replace the aged watermain, sewers, and road structure (i.e. sidewalk, curbs and asphalt). This will also include the replacement of water and sanitary service laterals up to the common property line.

    The current plan for construction over the two-week period from November 18 - 29, 2024 is:

    • Phase 1 – Moore Ave S
      1. Line painting (concurrent with Phase 2 line painting).
      2. Installing/reinstalling signage (concurrent with Phase 2).
    • Phase 2 – Waterloo St
      1. Place 'Granular A' road base.
      2. Raise structure lids to base asphalt level.
      3. Paving (tentatively November 21 or 22).
      4. Asphalt driveway paving.
      5. Topsoil, sod and landscaping.
      6. Line painting and signage.

    Currently, residents should expect leaf pickup to occur late in the last week of November. An exact date will be provided in mailed out notices and on Engage Waterloo once a date has been set. Please note that new sod may be placed prior to leaf pickup. Given the time of year, the new sod should not be walked on between placement and Spring 2025 to allow for rooting. Please keep this in mind when moving leaves to the curb and street for removal.

    The current plan for construction over the two-week period from November 4 to November 15, 2024 is:

    • Phase 1 – Moore Ave S
      1. Line painting.
      2. Installing/reinstalling signage.
      3. Above items were to have been done over the previous 2-week period, but certain material and design details needed to be addressed first.
    • Phase 2 – Waterloo St
      1. Pour curb (tentatively Monday, November 4).
      2. Form and pour sidewalk.
      3. Form and pour concrete driveway aprons and restore concrete driveways and walkways.
      4. Place granular A road base.
      5. Raise structure lids to base asphalt level.
  • Loose Leaf Collection

    Please be advised that due to on-going construction, loose leaf collection on Waterloo Street will not be occurring between November 4 and 8 as noted on the City’s website and on local signage. Leaf collection will occur after road asphalt is placed. Road asphalt is currently anticipated for late in the week of November 18, 2024. Leaf collection on adjacent streets such as Roger Street or Moore Avenue is not affected by construction and will be collected as per the City’s schedule.

    In the interim, residents on Waterloo Street are asked to keep any leaves from boulevard trees on a portion of your lawn or property that has not been disturbed by construction. Any areas of lawn disturbed by construction will need to be prepared for new topsoil and sod following asphalt placement. Some disturbed areas that need new topsoil and sod may be missed if buried under piles of leaves.

    Alternatively, leaves can be bagged and put out with your other waste bins on weeks when the Region’s yard waste collection is occurring. Leaf bags will be moved to an appropriate collection location by the contractor, similar to how other waste bins are collected.     Once the asphalt roadway is in place, residents will be notified of the date on which leaf pickup will occur. The City will attempt to give residents as much notice as possible for leaf collection. Residents will be asked to rake all boulevard tree leaves into the roadway and gutter. Please keep leaves on the road and off the boulevard. This will keep boulevards clear for topsoil and sod placement.

      • Begin removing existing soil and building new road base
      • Curbs, sidewalks and driveway aprons

      1. Restore asphalt and interlocking brick driveways.
      2. Prep boulevards, topsoil and sod.
      3. Line painting.
      4. Installing/reinstalling signage.
    • Phase 2 – Waterloo St
      1. Commission new watermain.
      2. Continue replacement of storm sewer.
      3. Final connections of new watermain to existing watermain.

    The current plan for construction over the two week period from September 23 to October 4 is:

    • Phase 1 – Moore Ave S
      1. Start forming and pouring concrete sidewalks, driveway aprons and driveways.
      2. Place and compact granular material road base between curbs.
      3. Possibly asphalt paving by October 4, 2024.
    • Phase 2 – Waterloo St
      1. Continue replacement of water and sanitary service laterals to property line for each house.
      2. Start process of commissioning new watermain.
      3. Start replacement of storm sewer.

    Once concrete curb, sidewalk and driveway aprons start being poured in Phase 1, residents won’t be able to enter their driveways during evenings or weekends for a period of a couple weeks. This is due to the need to let concrete dry for several days before driving on it and the staggered nature of installation.

    The current plan for construction from September 9 - 20, 2024 is:

    • Phase 1 – Moore Ave S
      1. Pending successful commissioning of new watermain, connect new watermain to existing watermain at limits of work.
      2. Disconnect services from temporary watermain and connect to new watermain
      3. Placement of concrete curb.
      4. Start forming and pouring concrete sidewalks and driveway aprons.
    • Phase 2 – Waterloo St
      1. Continue and finish replacement of sanitary sewer.
      2. Start replacement of water and sanitary service to property line for each house.

    Once concrete curb, sidewalk and driveway aprons start being poured in Phase 1, residents won’t be able to enter their driveways during evenings or weekends for a couple weeks. This is due to the need to let concrete dry for several days before driving on it and the staggered nature of installation.

    The current plan for construction over the two week period from August 12 to 23 is:

    • Phase 1 – Moore Ave S
      1. Finish installing new water and sanitary service lateral pipes from mains to property lines
      2. Replace storm sewer
      3. Begin building new granular road base
    • Phase 2 – Waterloo St
      1. Begin setting up temporary watermain. This will eventually result in more scheduled water shutdowns to connect the temporary main to the existing main and connect houses to temporary main
      2. Commission temporary watermain (swab, chlorinate, test, etc.)
      3. Switch over houses on Waterloo Street to temporary watermain

    Please be aware that based on the anticipated schedule, the last week of August and first few weeks of September are likely to be much more difficult for residents when it comes to access. Replacement of underground infrastructure will be occurring on Waterloo Street while restoration of surface works on Moore is happening. Moore Ave residents will likely take up most of the parking available on Moore as they will be frequently out of their driveways while waiting for concrete curb, sidewalk and driveway aprons to be installed and cured. Residents of Waterloo Street will likely need to park to the south and east, and access Waterloo Street from the east (until sidewalks are replaced on Moore). Please have patience.

    Please be advised the contractor will be delayed another week. Construction is now tentatively expected to start on Monday July 8, 2024. The contractor has assured us no further delays. Parking passes will be provided closer to the start date.

  • Project update - tree removal and pruning

    Before the start of construction, the contractor (Terracon Underground Ltd.) as well as City of Waterloo Forestry staff will be on-site to remove and prune trees.

    Terracon has hired an arborist sub-contractor to remove the trees located on City owned property that need to be removed before construction. Trees that are directly on top of underground infrastructure in need of maintenance, need to be removed.

    City of Waterloo Forestry staff will also be on-site to prune branches of trees overhanging City property that are at risk of being hit by construction equipment and causing excessive damage to the tree.
