Schneider and Shoemaker Creek Naturalization Environmental Assessment
This project is now complete. The public comment period ended May 27, 2024. Copies of the Environmental Study Report and the Appendices are available on this page. If you have any questions, please contact the project team at
SchneiderCreekEA@kitchener.ca or call Sanitary and Stormwater Utilities at 519-741-2345 (TTY: 1-866-969-9994).
The Schneider and Shoemaker creeks are currently lined with concrete where the rivers meet. During heavy rains, creeks spill over and flood areas around it, which creates a risk to public safety.
We will complete an Environmental Assessment (EA) to plan a workable design solution for this issue.
As part of the EA, we will consider environmental risks and find ways to avoid or reduce impacts. Widening and naturalizing the creek will provide greater public safety. It will also create region-wide environmental benefits.
This includes improving water quality in Schneider Creek and the Grand River downstream. The creek would also have better habitat for fish, amphibians, reptiles, and birds. The EA and any potential improvement works are a result of a culmination of previous studies in the area.
If you have any questions or comments about this project, please contact the project team.

Notice of completion
Share Notice of completion on Facebook Share Notice of completion on Twitter Share Notice of completion on Linkedin Email Notice of completion linkThe City of Kitchener has completed the Class Environmental Assessment to address flood risk at Schneider and Shoemaker Creeks. The recommended solution is to:
- Construct naturalized channels,
- Realign a section of the Iron Horse Trail, and
- Include three amenity features along the trail.
The City has planned this project through the Schedule “C” process of the Municipal Class Environmental Assessment (2015). As such, public and technical agency consultation played a key role in developing the study recommendations.
An Environmental Study Report (ESR) documenting the planning process undertaken, details of the study recommendations as well as potential impacts and mitigation measures, has been completed and is being made available for public review. Subject to comments received following this Notice and the receipt of approvals, the City intends to proceed with the detail design and construction of the recommended project as outlined in the ESR, which will include further in-person public engagement sessions before construction.
Interested persons may provide written comments to the project team by May 27, 2024. Further information may be obtained from one of the following members of the project team:
