WRH Plan Redevelopment Project - 420 Kingscourt Drive, Waterloo
This project supports the Region of Waterloo's Strategic Plan Growing with Care:
Welcome to the Kingscourt EngageWR page! Thank you for your interest in this new affordable housing project planned for the City of Waterloo. This project will help reduce the wait list of people who need housing in this neighbourhood and it will provide an opportunity to expand services for existing and new tenants.
In 2019, Regional Council approved the Waterloo Region Housing (WRH) Master Plan (see Council report: Addendum Community Services Committee Agenda - November 5, 2019 (regionofwaterloo.ca). An outcome of the Master Plan was the creation of a WRH revitalization strategy for existing WRH properties. The strategy involved evaluating all 65 WRH sites to determine which have the most potential for redevelopment based on site assessments. The five sites recommended for redevelopment have relatively high community housing waiting lists, which would be reduced with revitalization, and there are several existing services available at these sites which can be expanded as part of the revitalization through community-based needs. The combination of selected sites also ensure that affordable units are developed on the central transit corridor and meet the needs of each of the three cities.
416 Kingscourt was one of the recommended properties for revitalization. The site is located near a light rail transit station and many community amenities and can accommodate more homes on the property. The new building, which is currently under design, will contain at least 70 units ranging between 1 and 5 bedrooms.
This project will make a huge difference in the lives of many people waiting for an affordable home. It is urgently needed and is supported by the City of Waterloo and the Region of Waterloo.

Construction Update - Fall 2024

Construction has been going well and there has been great progress with the interior and exterior work over the last few months, including:
- The exterior building façade is almost complete
- Interior wall insultation has been put into most of the units
- Drywalling and mudding of interior units has begun
- The main electrical switchboard has been installed
- The new children's playground is installed and is open
What to expect in the coming months?
Over the winter months the building will continue to progress with the following work finishing up:
- Unit insultation
- Interior unit drywall installation
- Seniors' Services space on the ground floor
The building is on track to be complete and occupied by Summer 2025.

There has been great progress with the construction of the new building, with a lot of work underway! The following represents some of the installation work that has been completed over the last few months:
- Masonry walls and exterior insulation for walls
- Interior stud walls
- Windows
- Supply air ductwork
- Domestic cold and hot water supply
What to expect in the summer months?
Over the summer months the building will continue to progress with the following work finishing up:
- Installation of interior wall partitions
- Installation of the roof
- Installation of plumbing and HVAC systems
The building is on track to be complete and occupied by Summer 2025.

The City of Waterloo has approved the building permit application. This means that the designed homes meet all of the Ontario Building Code regulations.
With the application approved construction of the new building can begin. In the next week Norlon Builders, the contractor for the project, will begin mobilizing the site and readying it for construction. The first step will be creating a new parking lot for existing tenants to use during the construction period.
Stay tuned for progress updates as the building begins to take shape over the coming months.

The award of this contract is an important step forward in providing a home for 73 families (with units ranging from 1 to 5 bedrooms) who are anxiously waiting for affordable housing in Waterloo Region. This project will also include space for Regional Services and programming to provide further benefits to the local community.
Construction on the new building is anticipated to begin in late July or early August this year.

The presentation to residents included the following:
- Proposed plans for parking;
- Images of the new building;
- Unit and amenity space layouts;
- Landscape and playground plans; and
- Construction timeline
This was also an opportunity to hear from the community and answer any questions or concerns they had about the new development. A frequently asked questions (FAQ) document has been created that provides responses to questions that were asked in the meeting. A minor variance is a change or small variation from the specific requirements of the City’s zoning by-law. Minor variance requests are presented to the City’s Committee of Adjustment for consideration. The Committee of Adjustment is guided by the Planning Act and consists of citizen members who are authorized to make decisions on minor variances. At the meeting, the project team for 416 Kingscourt will present why these changes are required for this specific project.
Through the minor variance application, the Region is requesting the following:
- A reduction in the parking requirement of 132 spaces. The project is proposing 102 spaces;
- A variance from the street line setback requirement where 75% of the front façade must be within 7.5m of the street line;
- A variance from the amenity space requirement of 387 sq.m. The current amenity space is designed to be 336.7sq.m; and
- A reduction in height of the first storey of the building. The requirement is 4.5 m and the project is proposing 4 m.
