The Region of Waterloo and City of Kitchener are working towards a vision for a mixed-use development on the former Charles Street Terminal site, in the heart of downtown Kitchener. This vision will be informed by environmental and technical findings, financial modeling and community engagement.
Located at 15 Charles Street West, the property occupies a key location in downtown Kitchener. With a footprint of 10,470 square meters (1.047 hectare / 2.59 acres in size), the size and location of the property make the future use of this site an important discussion point for the community.
Based on the strategic direction of the Region of Waterloo and the City of Kitchener, and determined by the community, the site's four guiding priorities include:
Affordable housing options
Climate action
Equity, diversity and inclusion
A thriving economy
Technical studies to date include completion of a property boundary survey to understand current physical infrastructure on the site, as well as Environmental and geotechnical work to understand the make-up of the soil, and the presence of any contaminants in the ground or groundwater as a result ofprevious and/or surrounding uses.

Community engagement beginning in 2021, including community-inspired feedback led by Land Back Camp, included aligned support for the project’s guiding priorities, emphasized community needs and ambitions across downtown Kitchener, and provided site-specific features to be reflected in preliminary design concepts.

What’s included in the design concepts? The designs consider key elements such as:
Built form and height (striking a balance between density, livability, and enhancing the downtown neighborhood)
Green spaces and sustainability (incorporating plants and eco-friendly elements to create a liveable space, with less impact on the environment).
Circulation and connections (how pedestrians will access the site, making it welcoming and easy to get around) Include reference to the broader connections to existing networks like bike lanes, LRT.
Mixed uses and programming (a site that includes different kinds of uses, identified through community engagement, such as housing, community and public space and retail space).
In addition to the above strategies, Brook McIlroy continues to further develop development phasing and site grading strategies to ensure the potential design concept strongly considers grading challenges on the site and future phasing for the potential development.

The Charles Street Terminal has been a foundational element of the downtown Kitchener community for more than 30 years. Bus service ended at the site in 2019 and the site is currently under contract, serving the community as a COVID-19 testing facility. With the contract set to come to an end in the coming months, the Region of Waterloo and City of Kitchener are eager to begin conversations with the community about the potential redevelopment of the site.
Located at 15 Charles Street West, the property occupies a key location in downtown Kitchener with close proximity to the new King Victoria Transit Hub and ION LRT. With a footprint of 10,470 square meters (1.047 hectare / 2.59 acres in size), the size and location of the property make the future use of this site an important discussion point for the community.

Acknowledging the Land
The Charles Street Terminal located in downtown Kitchener, Ontario is situated on lands within the Haldimand Tract and the traditional territory of the Attawonderonk, Haudenosaunee and Anishinaabe Peoples. This area is within the lands protected by the Dish with One Spoon Wampum. The Region of Waterloo acknowledge the enduring presence, knowledge and philosophies of Indigenous Peoples and the accomplishments and contributions Indigenous Peoples continue to make in shaping Waterloo Region.

The public engagement campaign for the redevelopment of 15 Charles Street began in late 2021 with the launch of an online, broad public survey to determine the project's guiding priorities/principles.
Phase 2 - Community Engagement: Identifying Needs

The second phase of the Region-led community engagement took place in summer 2022 and included on-the-ground outreach teams at community members at festivals and in community spaces in Downtown Kitchener, along with an online survey.

Region of Waterloo accepted applications for community representatives to work alongside staff to strengthen community involvement in the Charles Street Terminal visioning process, and create space for residents to help inform future engagements.

The successful architect will help produce some initial visualizations for the redevelopment, incorporating the feedback from community that have been shared through the initial phases of engagement.
Phase 3 - Interest Holder and Community Engagement

The third phase of engagement explored how the downtown Kitchener community and other interest holders envision how the project's four guiding principles could be incorporated on the site. These site-specific attributes will inform the design phase of the project.
Summary of Engagement Results
Across all engagement activities during phase 3, the downtown Kitchener community and interest holders (including the engagement led by Community Connectors) emphasized a strong desire for a future development at 15 Charles Street West that includes mixed-use space for:
Affordable Housing: suggestions for a variety of housing formats, including deeply affordable homes.
Community Space: including emphasis on an Indigenous Cultural Space, public art installations, and public washrooms.
Health & Social Service Options: including facilities for mental health and addiction services.
Retail and Commercial Space: including suggestions for a large-scale retail space
Sustainability Initiatives: emphasis on incorporation of green roofs and other green spaces.
Feedback emphasized the interconnectedness of the project's four (4) guiding priorities, underscoring integration of the priorities will result in a more impactful development than if pursued separately.
Phase 4 - Designing the Vision

Informed by environmental and technical findings, financial modeling and community engagement insights, an architect will help produce initial visualizations for the redevelopment for additional input, to be reflected in future staff reports for council decision-making at the Region of Waterloo and City of Kitchener.
