WRH Plan Redevelopment Project - 581-595 Langs Dr, Cambridge
This project supports the Region of Waterloo's Strategic Plan Growing with Care:
Welcome to the 581-595 Langs Drive EngageWR page! Thank you for your interest in this new affordable housing project planned for the City of Cambridge. This project will help reduce the wait list of people who need housing in this neighbourhood and it will provide an opportunity to expand services for existing and new tenants.
In 2019, Regional Council approved the Waterloo Region Housing (WRH) Master Plan (see Council report: Addendum Community Services Committee Agenda - November 5, 2019 (regionofwaterloo.ca)). An outcome of the Master Plan was the creation of a WRH revitalization strategy for existing WRH properties. The strategy involved evaluating all 65 WRH sites to determine which have the most potential for redevelopment based on site assessments. The five sites recommended for redevelopment have relatively high community housing waiting lists, which would be reduced with revitalization. Also, there are several existing services available at these sites which can be expanded as part of the revitalization through community-based needs. The combination of selected sites ensures that affordable units are developed on the central transit corridor and meet the needs of each of the three cities.
581-595 Langs Drive was one of the recommended properties for revitalization. The site is close to transit and many community amenities. The new building is proposed to contain 136 units that will range from 1 to 5 bedrooms to serve singles and families in the community.
This project will make a huge difference in the lives of many people waiting for an affordable home. It is urgently needed and is supported by the City of Cambridge and the Region of Waterloo.

Our project team has been diligently working over the summer months to complete the design stage of the project and meet a construction timeline of fall 2024. The last key milestone of the design stage, in preparation for construction, was the issuance of a building permit application.
We are thrilled to announce that on September 5, 2024 the City of Cambridge issued a building permit for the construction of the new building! We anticipate Norlon Builders to begin working on site, October 2024.

We have reached an exciting milestone with this redevelopment project, with the City of Cambridge approving the site plan application August 30, 2024.
What is a Site Plan Application/Site Plan Application Approval?
A site plan application is a consolidated package of drawings, plans, and sometimes technical studies that illustrates the technical design of a new development project on a property. These plans and drawings include details such as: building siting, parking area and dimensions, landscaped areas, grading and site servicing, driveway entrances and sidewalk connections, etc,. Before obtaining a building permit and beginning construction work, municipalities require the formal review of these technical drawings which often occur over various iterations (site plan application submissions).
The approval of these drawings and plans represents a municipality's satisfaction with the technical design of the development site. The technical site design has been under review by the City of Cambridge, and has now been formally approved to allow for a building permit to be obtained and construction to begin.
Beginning of Construction
A Request for Proposals (RFP) for a general contractor to carry out the construction work, closed on August 8th, 2024. A recommendation went to Council August 28, 2024, which resulted in a resolution to award the construction work to Norlon Builders. Once a building permit is issued, we anticipate Norlon to begin the construction work imminently.

As an update on the anticipated construction start time for this project, we are excited to announce that a General Contractor has been awarded to the project. The General Contractor is Norlon Builders!
Norlon Builders are a skilled construction group, with experience in residential building construction. They are also currently working on carrying out the construction work for another Waterloo Region Housing project - 420 Kingscourt. A Request for Proposals (RFP) for a project builder to carry out the construction work closed on August 8th, 2024. A recommendation report went to Council August 28, 2024, which resulted in a resolution to award the construction work to Norlon Builders.

Regional staff and IBI Group opened the meeting with a brief presentation about the project. This was followed by a presentation of City Planning staff who outlined the following details of the required Official Plan Amendment and Zoning By-law amendment:
An Official Plan Amendment is required to redesignate the property from the current “Low/Medium Density Residential” designation to the “High Density Residential” designation.
• The High Density Residential designation permits a maximum Floor Space Index (FSI) of 2.0. The proposed development would have a maximum FSI of 1.4, which would be in conformity.
- A Zoning By-law Amendment is proposed to rezone the subject lands from the current “Multiple-Residential – RM4” zone to a compound “N1RM3” zone to permit the proposed apartment building and Youth Community Centre, along with the following site-specific provisions:
- To permit a minimum front yard setback of 5.0 metres;
- To permit a maximum density of 135 units per hectare;
- To permit a reduced residential parking rate of 0.70 spaces per dwelling unit; and,
- To permit a reduced visitor parking rate of 0.15 spaces per dwelling unit.
City of Cambridge Council approved staff's recommendation to receive the application and refer it back to staff for a subsequent report and staff recommendation.

Next steps:
City staff and agencies will review the application
When the review is complete a report will be brought back to a Special meeting of Council and a decision will be made by Council.
