Application to amend the Official Plan and Zoning for 446 Albert St
Changes to the Official Plan and the Zoning Bylaw for this location are required before a permit can be issued. This means that they submit an application that is reviewed by city planners and other agencies plus city council before anything can be built.
The Planning Partnership on behalf of 446 Albert Inc is proposing to construct 13 new residential apartment buildings ranging from 8 to 30 storeys in height with 2833 dwelling units and 97 bedrooms proposed as affordable.
Official plan changes requested include:
- amending site specific provision 59 to reflect the proposed development
- re-designating the subject lands from ‘Employment’ to ‘Mixed-Use High Density Residential’
- removing the subject lands from Schedule A2
- re-designating the subject lands from ‘Medium-High Density Employment, 40 metres’ to ‘High Density, 81 metres’
- identifying a local road on subject lands
- identifying a ‘City-Wide Cycling and Multi Use Route’ and multiple ‘Active Transportation Connections’ on the subject lands
Zoning bylaw changes requested include:
- expand the range of permitted uses
- remove the minimum street line setback requirement
- increase the maximum street line setback for buildings 4.1 and 5.1
- remove the maximum building floor area limit
- increase the maximum density limit to 780 bedrooms per hectare
- establish minimum density requirements for 2 and 3 bedroom units, and for affordable units
- increase the maximum height limit to 30 storeys and 100 metres for building 5.1
- establish a reduced parking requirement of 0.39 spaces per unit for residents and 0.05 spaces for visitors
- adjust the bicycle parking requirements to remove the specific requirement for Type A and Type B to allow for one type and to allow for stacked bicycle parking
- provide for additional flexibility in tower separation and design
- specify that applicable zone provisions are to be applied across the entire site
