Project Overview

The Region of Waterloo is looking to make modifications to Victoria Street in Kitchener near the future Kitchener Central Transit Hub. The study is being completed as a Municipal Class Environmental Assessment (MCEA). Please see the Notice of Study Commencement under Project Documents on this page.

This project is focused on Victoria Street North (Regional Road 55) from King Street West (Regional Road 15) to Weber Street West (Regional Road 8). The planning for Victoria Street is focused on high-quality multimodal connections to facilitate better first- and last-mile connections to the future Kitchener Central Transit Hub. This work will directly benefit the Kitchener Central Transit Hub project by creating space for infrastructure for walking, cycling, and transit.

Project Objectives
The project objectives include, but are not limited to, the following:

  • Create high-quality multimodal connections to facilitate first- and last-mile connections to the future Kitchener Central Transit Hub site by walking, cycling, and using transit.
  • Support the Region’s Transportation Master Plan (TMP) recommendations for providing good walking facilities on both sides of all Regional roads, for separated cycling facilities in key corridors, and for increasing transit service frequency.
  • Support transportation equity by providing convenient, safe, and affordable modes of transportation.
  • Encourage more people to cycle on Victoria Street and to the future Kitchener Central Transit Hub by providing safe and separate cycling facilities.
  • Connect cycling infrastructure to destinations and other existing and planned cycling facilities.

The input received from the public and other stakeholders will inform the preliminary preferred alternative that will be brought back to Regional Council for approval.

Municipal Class Environmental Assessment

This MCEA Study will follow the planning and design process following the Municipal Engineers Association’s MCEA process for a Schedule ‘B’ undertaking (October 2000, as amended in 2007, 2011, 2015 and 2023), which is an approved process under the Ontario Environmental Assessment Act.

How to provide input

Public and stakeholder engagement will support and inform the technical components of the study.

Public Consultation Centre

A Public Consultation Centre (PCC) will be held to present an overview of the problems and opportunities, the alternatives considered, the evaluation of alternatives and the preliminary preferred alternative.
