Integrated Sanitary Master Plan complete
This project has completed the required portions of the Environmental Assessment process. The projects identified through the Integrated Sanitary Master Plan (ISAN-MP) process are Schedule A/A+ projects and are therefore exempt from typical Municipal Class Environmental Assessment requirements. The City may now proceed with implementing the plan.

How your contributions made a difference
There are two important ways public participation informed the plan.
First, several participants discussed the importance of addressing inflow and infiltration (I/I) and reporting on our I/I progress. Reducing water inflow and infiltration into the sanitary sewer system is a focus of the ISAN-MP, including the planned implementation of an Inflow and Infiltration Reduction Program.
Also, many participants stressed the importance of an integrated, holistic approach to sanitary planning. For example, an integrated approach would include harnessing wastewater heat to support the energy transition away from carbon. Section 10 of the ISAN-MP describes examples of innovative and integrated approaches and related actions and opportunities. Integrated approaches include continuing our commitment to being a Smart Utility and moving toward a “One Water” approach. Other examples covered in this section include actions for energy optimization and harnessing renewable energy.
About the plan
The Integrated Sanitary Master Plan ensures we understand Kitchener’s evolving sanitary needs as our community grows and changes. By planning for the needs of tomorrow over the long term, we can fund the work gradually to avoid sudden cost increases.
Continual monitoring and regular inspections are a big part of how we’ll understand the health of our existing system. Studying our system’s individual components allows us to schedule the right maintenance at the right time, maximizing the lifespan of our infrastructure – keeping costs low.
