Project overview
The Region of Waterloo is planning roadway improvements to Westmount Road from Highland Road to Erb Street, in the cities of Kitchener and Waterloo. The existing pavement is in need of rehabilitation, and other improvements are being considered at the same time to upgrade underground municipal infrastructure, improve transportation safety, prioritize alternate modes of travel, and improve active transportation by considering enhanced facilities for transit, cyclists and pedestrians.
These improvements are scheduled to be completed in a series of projects. The first project is planned from Highland Road to Victoria Street and is tentatively scheduled for construction in 2025-2026 as part of the Region's Victoria Street improvements project between Fischer-Hallman Road and Lawrence Avenue. This project was approved by Regional Council in 2018 and includes: road resurfacing, intersection improvements, replacement of storm sewer infrastructure, streetlight enhancements and new cycling facilities on both sides of Westmount Road.
Project update – Transportation Planning and Environmental Assessment
The second portion of the Westmount Road project is planned between Victoria Street and Erb Street. The planning of this project is tentatively schedule for construction in 2027-2029 following the Municipal Class Environmental Assessment (Class EA) process. In 2019, public consultation was completed for this project based on the need to resurface the road and modernize traffic signals. However, the scope of the project has increased since 2019 to include underground sewer / water infrastructure replacement and additional needs for active transportation improvements. As a result of these increasing needs, Westmount Road is now scheduled as a complete street / road reconstruction project and includes a more comprehensive review of (i) existing conditions; (ii) evaluation of design alternatives; and (iii) an assessment of potential impacts / improvements to enhance the corridor for all users. This Class EA study is building on feedback received from previous public consultations and will consider solutions to problems identified by members of the public.
With this change in process, the Region is taking the opportunity to complete a broader transportation network review and assess future conditions under various travel scenarios including how to move people and goods along the Westmount Road corridor, while keeping with the character of the neighbourhood and increasing the share of sustainable modes of travel, in accordance with provincial, regional and municipal planning principles and guiding design policies (such as TranformWR and the Regional Official Plan). This transportation review will include an assessment of potential travel patterns along Westmount Road, as well travel patterns on other Regional roadways and adjacent local streets. The recommendations from this transportation study will be presented as part of the planning process and include opportunities to provide public feedback prior to taking forward an approval report to Regional Council.
