General Amendment - Home Low Risk Food Kitchen

The City of Waterloo periodically undertakes general amendments to its Zoning By-law to provide clarity, improve efficiencies and to address market trends in land use planning. The purpose of this proposed general zoning by-law amendment is to update the current provisions within Zoning By-Law 2018-050 related to home occupations, to permit licensed low risk food kitchens as a permitted use within specific dwelling types.

Staff have recognized the demand for an additional home occupation permission relating to a “Home Low Risk Food Kitchen”. Specifically, the preparation of food and baked goods that are to be consumed off premise (i.e. custom cookies for a birthday party). This does not include a restaurant or a business that has frequent deliveries or uses delivery services.

Staff are proposing to the following:

  1. Amend Section 2 to introduce definitions for “Low Risk Food” and “Home Low Risk Food Kitchen”;
  2. Amend Section 3.H.3 (Home Occupations) to permit “Home Low Risk Food Kitchen” within certain dwelling types and establish associated regulations; and,
  3. Amend Table 6A to implement required parking for a “Home Low Risk Food Kitchen”.
