The study is quite comprehensive giving a lot of suggestions for guidance but it has no teeth to it. Phrases such as "Should be," "Consider," and "Are Encouraged," mean nothing. If you really have a strong plan and want township staff to implement it then the wording cannot leave any doubt or room for interpretation. There are too many grey areas which can be ignored. e.g. pg 20 #7 if you really want the utility services screened, say so; pg. 18 #4 Surface parking areas in front should be prohibited, not strongly discouraged if that is what you really want. What does "strongly discouraged" even mean. Those are just two examples but the draft needs to be gone through thoroughly and thoughtfully to determine what is an absolute and what can be grey realizing that will cause delays. In conclusion, don't be wishy washy. Say what you mean. Don't make this a waste of money and time.
