Storm Service Survey

We would like to survey the residents within the project limits to determine interest in the provision of private storm drain connections for the purposes of accepting sump pump discharge and/or localized surface drainage from private property. 

It should be noted that in some cases, it may not be possible to provide a suitable connection, due to the location of the proposed storm sewer main. However, all requests for service will be considered and addressed according to the ability to provide an economical solution to existing homeowners’ drainage needs. If the need for a private connection is confirmed, the city will further investigate the potential for provision of this connection to the street property line. It will be the homeowner’s responsibility to make the connection between the property line and house including all internal and external plumbing to the house.

There are two types of connections available:

  •  Sump Pump Connection – This connection is intended for basement sump pumps.
  •  Storm Water Connection – This connection is intended for drainage other than from a sump pump, and may include private catch basins. Please note that connections to roof drains (downspouts)  are not permitted under current by-laws.


For the installation of the service within the roadway, the city will require a time-limited, partially refundable deposit to cover the initial cost of storm service connection and will refund the deposit minus an inspection fee. The inspection will take place once the completed service connection has been completed. The purpose of the deposit is to ensure that the connection is made and that it is functioning properly.

The 2023 fee is $578.14 with a refund of $472.06 upon completion and inspection. Fees are subject to change annually based on the current year fee schedule approved by Council.

The service connection must be made within twelve (12) months of the storm service installation, the timing of which will be confirmed upon receipt of the required deposit. If the homeowner fails to make the private side connection within this twelve (12) month period, there will be no refund of the deposit.

This fee does not include any design work or investigations that may be required to address site specific drainage problems. It is recommended that homeowners engage qualified expertise to determine the cause and solution to drainage issues on private property.

In order to determine a suitable location for the storm service, where requested, city staff will be required to meet with the homeowner to determine a suitable location for its installation. This meeting must occur early in the design process to be certain that the service can be provided.
