We are planning a new community in Kitchener and we need your help!

The purpose of the Dundee Secondary Plan is to set out a detailed vision and planning framework. This will guide the long-term development of this new community in southwest Kitchener. Today, lands within the Dundee Secondary Plan Study Area are mostly used for agriculture, alongside environmentally protected areas. The Secondary Plan will provide a road map for new urban uses in the area over the long-term such as homes, parks, natural areas, shops, and schools – connected by trails, transit, roads, and sustainable infrastructure.

This is a transformative opportunity to stitch existing and new communities together and enable the development of a complete, resilient, and connected Dundee community.

The Dundee Secondary Plan is being prepared as an Integrated Environmental Assessment. It will fulfill the requirements for the environmental assessment and land use planning processes at the same time, in accordance with the requirements of the Ontario Planning Act and Ontario Environmental Assessment Act (through Phases 1 and 2 of the Municipal Engineers Association Class Environmental Assessment process).

    Visit us during our upcoming in-person public engagement meeting where you can learn about the Dundee Secondary Plan, ask questions of the project team, and give comments. Information boards will be posted with maps and information for review. Drop-in anytime as no formal presentation will be delivered.

    The original Notice of Study Commencement for this project was issued May 2022. However, in 2023, the project was put on hold pending completion of Regional Official Plan Amendment 6 (ROPA 6).

    In May 2024, through Bill 162, the Get it Done Act, 2024, the Province approved ROPA 6, which included additional lands for urban development in southwest Kitchener – known as the Southwest Kitchener Policy Area (SKPA).

    The portion of SKPA lands that have been included are next to and connected with the original Dundee North Study Area and provide an opportunity for the Secondary Plan to comprehensively plan for growth and development in the area. The Study Area for this Secondary Plan has been expanded to include both the original Dundee North lands and new SKPA lands – and is now collectively referred to as the “Dundee Secondary Plan”.

    We have updated the project name and information on the project page to align with these changes.

    Next Steps

    In 2022, the Project Team held the first round of public and stakeholder engagement and completed an existing conditions report for the Dundee North portion of the Study Area. To reflect the expanded Study Area, next steps for the project include updating the work done for Dundee North to reflect the new SKPA lands and developing different land use scenarios.

    The City of Kitchener is preparing technical studies to support development of the Dundee North Secondary Plan (the Project). The technical studies will address hydrologic flow regimes, groundwater recharge and discharge areas, and ecologically sensitive areas. The Secondary Plan will also include Environmental, Transportation, and Noise Impact Assessments.

    The Project will fulfill the requirements for the environmental assessment and land use planning processes at the same time, in accordance with the requirements of the Ontario Planning Act and Ontario Environmental Assessment Act (through Phases 1 and 2 of the MEA Class EA process).

    The purpose of this Notice is to inform the public of the study commencement and invite stakeholders to the Public Engagement Meeting No.1.
