The Region of Waterloo’s Plan and Budget is how we will support what matters most to the community. The budget is based on our Strategic Plan: Growing with Care. It will shape the Region of Waterloo as we grow to one million people in the coming decades.
Every year, the Plan and Budget outlines staffing and funds to deliver services and build or renew capital infrastructure, like roads, buildings, vehicles, etc. The investments we make each year guide us towards our long-term vision: a community that cares for all people, stewards the land for future generations and gives everyone the opportunity to live a good life.
Our four priority areas are:
Homes For All: We will invest in affordable homes and economic opportunity for all that are part of inclusive and environmentally sustainable communities.
Climate Aligned Growth: As we grow, we will support a healthy environment where communities can thrive. Through intentional collaboration and creativity, we will support sustainable community growth.
Equitable Services and Opportunities: Through collaboration and innovative design, we will provide equitable, accessible services across Waterloo Region that support the social determinants of health, safety and complete communities as we grow.
Resilient and Future Ready Organization: The Region of Waterloo is a great place to work, where everyone is valued, feels they belong and where they have the supports and tools they need to do a great job. We will be prepared for the future by providing a safe space for bold ideas and experimentation, based on data and other ways of knowing.
In this year's budget process, the Region of Waterloo faces many of the same pressures experienced by other municipalities throughout Ontario. Inflation, population growth, increasing and complex community all need to be managed as we create the 2024 budget.

The 2024 budget is a plan for how money is spent. This plan helps us achieve our community's most important goals.
We want to know the Regional programs and services that are most important to you, based on the 2023-2027 Strategic Plan's four priority areas: homes for all, climate aligned growth, equitable services & opportunities, and a resilient & future ready organization. The survey below takes only a few minutes to do and helps us focus on the needs of our community. Survey results will be shared with Regional Council to help them decide on how money will spent on services in our community and will be used to inform our Regional Strategic Plan.
The survey closes approximately November 20th, 2023.
