Technical Remediation Advisory Committee (TRAC)
The Technical Remediation Advisory Committees (TRAC) mandate will be to ensure the appropriate review of legacy environmental issues (including soil, water and air contamination) and remediation efforts occur associated with the LANXESS Canada Co./Cie (LANXESS and its predecessors) chemical manufacturing site located in the town of Elmira, Ontario, within the contaminated Elmira aquifers (municipal aquifers), and any off-Site environmental impacts.
TRAC is an advisory body that includes members of the community, and interested groups such as the Ministry of the Environment, Conservation and Parks (MECP) and LANXESS and reports to Council.

Participation in TRAC Meetings

- Attending in person
- Submitting a comment in writing before noon on the day of the meeting
- Making a delegation or attending a in-person, by video or by toll-free phone
- Reading meeting minutes
When a member of the public wants to add a topical item to a TRAC agenda and speak to the committee about it, a formal, written delegation request must be received by 4:30 p.m. a minimum of eight (8) calendar days before the scheduled meeting date and can be done by completing an online delegation request form.
When a member of the public wishes to speak to an existing item on a TRAC Agenda for a scheduled meeting, a formal, written delegation request must be received by 10:00 a.m. on the day of the scheduled meeting and can be done by completing an online delegation request form.
If you have concerns about connectivity or using remote meeting technology, we encourage you to also submit written comments. Written comments do not limit your opportunity to speak at a meeting. For more information, see the Speak Before Council section below.

- The meeting opened with a Land Acknowledgement, followed by disclosures of pecuniary interest and approval of previous minutes. Key topics included an update on the replacement of on-site containment well PW5 with PW6 and an update from the Ministry of the Environment, Conservation and Parks (MECP) regarding LANXESS's proposed amendment to biomonitoring requirements, MECP comments on the company's 2023 Annual Monitoring Report and the Human Health & Ecological Risk Assessment (HHERA) revisions. LANXESS Canada Co. provided updates on ongoing revisions to the Human Health & Ecological Risk Assessment (HHERA), comments to questions from the TRAC committee, the 2018 Technological Evaluation study and proposed Fish Tissue Study Design for biological monitoring. The committee further discussed remediation frameworks to meet the 2028 Order deadline and TRAC's planned biannual presentation to Council in February as well as preliminary plans for their 2025 meeting schedule.
