Z-24-19 Application to amend zoning

The City of Waterloo is advancing an application to extend and amend the Temporary Use Zoning By-Law No. 2020-049 that will continue to allow the temporary uses put in place by the Support Our Local Economic Recovery project, also known as SOLER. The city's Director of Planning has the delegated authority pursuant to City of Waterloo By-law No. 2023-073 to make a decision for zoning amendments that are deemed to be minor in nature. After considering comments received from interested persons, corporations and public bodies, the Director of Planning may refer this application to City of Waterloo Council for a decision.

The extension proposed is until December 31, 2025. By-law No. 2020-049 as amended enables the City’s Support Our Local Economic Recovery (“SOLER”) Initiative, permitting the following temporary uses:

  • temporary use of off-street parking areas and loading spaces on private and public property for commercial and cultural purposes
  • outdoor display areas in any yard, notwithstanding Section 3.P.1.4 of By-law No. 2018-050
  • temporary patios in yards abutting a Low Rise Residential Area
  • temporary land uses deemed appropriate by the City of Waterloo
  • temporary expansion of commercial uses to the second storey where such uses are restricted to the first storey only
  • semi-permanent structures on commercial lands, and accessory structures for patios and outdoor display areas
  • light manufacturing, light assembly, and light processing of personal protective equipment and supplies in the E1, E2, E2A and E2B zones in Zoning By-law 2018-050
  • any other relief identified throughout the processing of Z-24-19

Licenses and permits must be obtained for some uses.

No public meeting will be held unless the Director of Planning refers this application to Council. All written comments received on or before December 16 2024 will be reviewed and considered prior to the issuance of a decision on application Z-24-19.
