Update (March 28, 2024):
- In August 2022, applications to amend the City’s Official Plan and Zoning By-law for 109, 115, and 133 Bridgeport Rd E and 30 Weber St N were submitted to the City. The original applications and development concept are described below.
- On February 16, 2023, the applications were appealed to the Ontario Land Tribunal (OLT) in accordance with the Planning Act which permits the appellants to appeal if no decision is made by the City within the required timeframe.
- The appellants have advised that they intend to revise the development concept and applications that are currently before the OLT on appeal.

Original Applications and Development Concept:
Changes to the Official Plan and the Zoning Bylaw for this location are required before a permit can be issued. This means that they submit an application that is reviewed by city planners and other agencies plus city council before anything can be built.
The applicant is proposing a new multi-tower, mixed-use development that includes a shared podium, three point towers, and a parking structure. The towers range in height from 22 to 25 storeys (including the podium). Overall, the proposed development contains 622 residential units (785 bedrooms), 345 square metres of at-grade commercial space fronting on Weber Street North, and 569 vehicular parking spaces, internal to the building (Levels 1 to 4 of the podium) and within a connected 6 storey parking structure on the east portion of the site fronting on Royal Street.
Official plan changes requested include:
- allowing an increase to the density from medium-high to high density
- allowing an increase to the maximum allowed height from 40 metres to 81 metres
Zoning bylaw changes requested include:
- allowing an increase to the maximum allowed height from 40 metres to 81 metres
- allowing a change to how much parking per unit is required by reducing the parking from 1 space per unit to 0.8 spaces per unit and 3.2 spaces per 100 metre-squared of commercial space to 2.4 spaces; visitor parking is unchanged at 0.1 spaces per unit
