Application to amend the Official Plan and Zoning By-law, and Draft Plan of Subdivision Application, for 651-663 Erb Street West and Region of Waterloo lands

Changes to the Official Plan and the Zoning Bylaw for this location are required before a permit can be issued. This means that the applicant has submitted applications that are reviewed by city planners, other agencies and city council before anything can be built.

The applicant, Waterloo Commons JV Inc., is proposing to expand the existing commercial plaza, create a new municipal road connected to Erb Street West (via a new roundabout), and create a new stormwater management pond. The new commercial building area will accommodate approximately 4,905 square metres of new commercial space, of which approximately 3,251 square metres is proposed to be devoted to a food store.

Lands owned by the Region of Waterloo, which currently contain a stormwater management pond, are proposed to be exchanged with other lands within the subject property. The intent is to create a consolidated stormwater management pond in the northwest corner of the property, and a new continuous commercial block west of the existing plaza, along the southern property line.

Official plan changes requested include:

  • re-designating the west portion of the lands from open space to commercial
  • designating a portion of the lands as Medium High Density, 40 m
  • removing a portion of the lands from Official Plan Schedule A3 (Open Space Land Uses)
  • removing a portion of the lands from Official Plan Schedule A4 (Natural Systems)

Zoning bylaw changes requested include:

  • rezoning the west portion of the lands from Future Determination (FD) to Commercial 2 (C2-40) and Open Space (OS1)

Draft Plan of Subdivision requests include:

  • a road widening block, for the conveyance of land to the Region of Waterloo for the completion of the roundabout
  • lands for conveyance to the City of Waterloo for a future road, including a 0.3m reserve block
  • a future development block, for a temporary turning circle
  • a stormwater management block, to accommodate stormwater from the Regional road, future City road and commercial plaza
  • a commercial block, for the existing commercial use
  • two commercial blocks, which are intended to be combined to accommodate new commercial uses on the subject lands
